The Second All-Ukrainian National Assembly of the Leaders of Local Communities and Public Organizations dedicated to the issues of the election system reformation and self government system reformation in Ukraine were held on March, 3 in Kyiv. The meeting was conducted by Institute of Society Transformation as a coordinator of the All-Ukrainian National Assembly of the Leaders of Local Communities and Public Organizations.

The aim of the meeting:
- To create in Ukraine a mechanism of transformation of the election system to meet European standards for the conduction of the local councils’ deputies’ elections based on majority-proportional principal by the separated electoral districts and realizing the legislation of Ukraine in accordance with the demands of Resolution of Parliamentary Assembly of the Council of Europe Resolution “Functioning of democratic institutions in Ukraine” №1549 (April 2007)
- To discuss introduced to the Supreme Council of Ukraine bill “About the deputies elections to the Supreme Council of the Autonomic Republic of Crimea, local councils’, villages’, urban type settlements’ and cities’ heads” №5503 (December, 29 2009), that provides candidate’s promotion for deputies in each single-seat electoral district on the territory of the proper city or village.
- To elaborate proposals concerning changes of the Law of Ukraine “About the deputies elections to the Supreme Council of the Autonomic Republic of Crimea, local councils’, villages’, urban type settlements’ and cities’ heads” in order the local elections are held on the new principal.
- To exhaust the proposals for the introduction of changes and finishing of the Law of Ukraine “About the recall of the national deputies of Ukraine and the deputies of the Supreme Council of the Autonomic Republic of Crimea and of the local councils”
- To draw up the proposals for the introductions of changes to the Budget Code of Ukraine concerned the ability of each community to form their budget independently and having stable sources of income.
- To talk the mechanism of territorial communities’ registration as juridical bodies and creation of their own commercial banc accounts for the free usage of the local budgets’ resources.
- To discuss the mechanism of the propagandistic and agitation work considering the explanation of state leaders’ wrong position concerning the reformation of election legislation and local self-government, and picketing of Supreme Council of Ukraine, Secretariat of President of Ukraine in particular.

Partisipants of the Assambly: mayors and city council representatives of Bolekhiv, Boryspil, Borshchiv, Volochysk, Dniprodzerzhynsk, Zhovti Vody, Zaporizhia, Izyaslav, Kovel, Konotop, Korostyshev, Kostopil, Kramatorsk, Ladyzhyn, Lozova, Melitopol, Mohyliv-Podilskiy, Novhorod-Siverskiy, Nova Kahovka, Ochakiv, Pryluky, Radehiv, Radomyshyl, Rubizhne, Smila, Fastiv, Khmilnyk, etc.; representatives of foreign countries’ embassies and international funds, state organs authorities of Ukraine, leaders of public organizations, mass media.

We, participants of the Second All-Ukrainian National Assembly of the Leaders of Local Communities and Public Organizations, dedicated to the issues of election’s system reformation and self government reformation in Ukraine, by analyzing accomplishment of the Resolution, decreed by the participants of the First All-Ukrainian national meeting of the local communities’ and public institutions’ leaders (Kyiv, July 1, 2009), certify, that the state’s leading organs didn’t take into consideration our proposals and didn’t accomplish the Resolution’s demands.

As we notified before, the situation in the sphere of local elections in Ukraine, because of not following the regulations of the Parliamentary Assembly of the Council of Europe Resolution “Functioning of democratic institutions in Ukraine” №1549 (April 2007), local elections’ cancellation on May 30, 2010, and, also, the complete ignorance by the parliament parties of the PACE’s Resolution and the First All-Ukrainian national meeting of the local communities’ and the public institutions’ leaders’ Resolution, has worsen.

We also came to the conclusion that the Supreme Council of Ukraine, President of Ukraine, parliament parties and their heads have to introduce changes to the Budget code of Ukraine about the each communities’ right to form their own budget independently, territorial communities’ registration as juridical bodies and creation of their own commercial banc accounts for the free usage of the local budgets’ financial resources immediately

Seeing the above we implement such decisions:

1. To appeal to the Supreme Council of Ukraine with the demand to hear and to examine the resolution of the Parliamentary Assembly of the Council of Europe “Functioning of democratic institutions in Ukraine” №1549 (April 2007) and also to adopt the decision on the demands’ conduction of the Resolution

2. To appeal to the Monitoring Committee’s Head of the Parliamentary Assembly of the Council of Europe with the request to take under control and to conduct constant monitoring of the of the Ukraine’s demands’ accomplishment of the PACE’s Resolution “Functioning of democratic institutions in Ukraine” №1549 (April 2007)

3. To appeal to the supreme Council of Ukraine about the urgent need to conduct the local elections based upon majority-proportional principal, to enter changes to the Law of Ukraine “About the recall of the national deputies of Ukraine and the deputies of the Supreme Council of the Autonomic Republic of Crimea and of the local councils”, also to introduce changes to the Budget Code of Ukraine concerning the each communities’ right to form their own budget independently, territorial communities’ registration as juridical bodies and creation of their own commercial banc accounts for the free usage of the local budgets’ resources.

4. To appeal to the President of Ukraine, parliamentary parties and their heads with a proposal to form the joint Working group concerning the preparation of the changes to the Law of Ukraine “About the deputies’’ elections to the Supreme Council of the Autonomic Republic of Crimea, local councils’, villages’, urban type settlements’ and cities’ heads”, the Law of Ukraine “About the recall of the national deputies of Ukraine and the deputies of the Supreme Council of the Autonomic Republic of Crimea and of the local councils”, and the Budget Code of Ukraine.

5. To entrust to the Organizational committee of All-Ukrainian National Assembly of the Leaders of Local Communities and Public Organizations to appeal to Deputy Head of Parliament’s Committee for Human Rights N. Karpachova with the demand to take under control bringing Ukrainian Election Legislation in accordance with the European standards in order to adhere rights and freedoms of human and citizen.

6. The members of All-Ukrainian National Assembly of the Leaders of Local Communities and Public Organizations have to accomplish a number of means in cities, that are needed for the successful performance of the election system reformation in Ukraine (list of the means will be send)

7. To convene The Third All-Ukrainian National Assembly of the Leaders of Local Communities and Public Organizations, dedicated to the issues of election system reformation and the local self government reformation in Ukraine in June 2010.

The responsibility for accomplishment of the adopted decisions is entrusted to the Organizational Committee of All-Ukrainian National Assembly of the Leaders of Local Communities and Public Organizations, the coordination of activities is conducted the Institute of Society Transformation at the head of Oleh Soskin – scientific coordinator of All-Ukrainian National Assembly of the Leaders of Local Communities and Public Organizations.
