Dear Mr. Marty,
Let me express my respect and congratulations on election as Chair of the Monitoring Committee of PACE.
We appeal to You on behalf of All-Ukrainian National Assembly of the Leaders of Local Communities and Public Organizations. We are passed about the situation which was folded in Ukraine in the sphere of reformation of electoral legislation. We consider, that the proportional system, applied since 2006, of choices with voting behind the party lists in a nation-wide district (i.e. – closed lists) has resulted in parliamentarism destruction in Ukraine and thereafter political and economic crisis in the state in conditions of the parliamentary-presidential form of government, actually having deprived our citizens of the right to select the representatives and to Verkhovna Rada of Ukraine, and to local councils, about what Parliamentary Assembly of Council of Europe in time warned, having accepted in April, 2007 the appropriate Resolution "Functioning of democratic institutions in Ukraine" 1549 (2007).
The above-mentioned Resolution was accepted 3 years ago, but its provisions have not been fulfilled. In this connection, we repeatedly addressed to the chiefs of political parties, which are submitted in Verkhovna Rada of Ukraine, the presidency of the Council of Europe, PACE, Venice Commission with the request to consider the problem concerning default by Parliament of Ukraine of the Resolution 1549 (2007). However presidency of the European institutions does not react to the references of Ukrainian not-governmental organizations and public figures and does not use the appropriate effective measures.
We have also repeatedly appealed to the Co-rapporteur of the Committee on the Honouring of Obligations and Commitments by Member States of the Council of Europe PACE Ms. Renata Wohlwend according the monitoring of Ukraine fulfillment of the requirements of the mentioned Resolution. However, we do not have any answers in essence. Ms. Wohlwend also evades from meeting with us while staying in Ukraine. We are concerned about her inaction on this issue. Maybe Ms. Wohlwend is tiered to monitor fulfillment of Ukraine responsibilities and liabilities forefront the Council of Europe?
Dear Mr. Marty, on behalf of the mayors of Ukraine we appeal to You to take the arrangement of electoral legislation in Ukraine according to requisitions of PACE Resolution № 1549 (2007) under your own control and to set a responsible person to discuss this question. We are ready to meet with You (in Strasbourg, or during Your stay in Ukraine) for discussing this problem and ways of its solving.
