| Position of the Ukrainian National Conservative Party concerning the decree of the President of Ukraine "On year of Russian Federation in Ukraine" |
Leonid Kuchma, the President of Ukraine signed the Decree "On year of Russian Federation in Ukraine" (¹1220/2002) on December 25, 2002. It was perceived ambiguously in Ukraine, Russia and other countries. There appeared a lot of questions: for what reason had the president, L.Kuchma accepted such decision? Who is interested in it? What consequences for Ukraine will have the implementation of this Decree?
Let's try to consider the problem from different points of view.
First, let we address to global experience. Whether there are similar precedents in the international practice, when the state resorted to realization of year of another state? We couldn’t find such precedent in a global political history. It is known, that the year can be devoted to certain event at a level of international organizations (UNO, UNESCO). The purpose of such actions is to unite countries to deal with certain problem, significant for global community. However it is unprecedented when one state announces the year of another state at an official level. So, original affectation of the initiative introduced by Russian President V.Putin, who issued the Decree on year of Ukraine in Russia in 2002 is obvious. However, our “guarantor” liked this idea, and he announced the 2003 – the year of Russia in Ukraine. So, he ignored positions of social strata of Ukrainian society, state political parties, and patriots among deputies of the Supreme Council, professionals from the Cabinet of Ministers. So, our "leader" showed his simian instinct once again.
Second, conditions and directions of cooperation between the states are precisely outlined in the agreement "On friendship and cooperation" between Russian Federation and Ukraine, and there are any record of year of Russia in Ukraine (just ponder: not days, not weeks, not months – the whole year of one country in another!). Finding an objective explanation to such initiative of the presidents is impossible. It can be treated as pathology (which psychiatry, probably, explains), or as implementation of deeply balanced plan directed at distribution of Russian influence and strengthening of its positions in Ukraine.
Third, taking into account, that the 2004 is 350 anniversary of Pereyaslav agreement, signed in 1654, when the state of Bohdan Khmelnitskyi recognized Russian leadership, its protectorate, the background of the decrees, adopted by the presidents of the two countries appears quite understandable of the two countries. Realization of the decrees in 2002 and 2003 will enable preparing political, economic, ideological and informational conditions to approach logically to adoption of new edition of the Pereyaslav agreement in 2004. Its purpose is to transform Ukraine into Russian vassal again.
The most powerful preparation for Anshluss of Ukraine by Russia is in economic sphere: Russian capital grasps branches of Ukrainian economy one by one. Russian companies buy up our enterprises in oil refining and aluminium industry, sphere of mobile telecommunications and dairy industry; they have been preparing to merger of atomic engineering and gas-transporting system. Thereof, national bourgeoisie hasn’t developed for years of restored Ukrainian independence. Either cosmopolitan, or Russian transnational nouveau riche bourgeoisie occupies its place. Proceeding from the above stated it is possible to assume, that Russia has already prepared well for final economic occupation of Ukraine.
Political space of Ukraine is also seized by Russia mostly, as politicians oriented at Russia prevail in it.
We can see that interests of Ukrainian title nation are violated in humanitarian sphere also. Russian church makes total spiritual expansion and rough pressure on the Ukrainian orthodox church of Kyiv Patriarchy, claiming it the apocryphal one. Russia has already expanded financing "the fifth column" in Ukraine. It is mostly appreciable in eastern part, where collaborationist forces are actually supported in such questions as giving status of national to Russian language, transformation of Ukraine into federation with the elective governors, as it will simplify tearing our country up.
In media sphere the occupation has already been carried out: Russian mass media prevail there, there is a new wave of russianization - Ukrainian information space is extremely narrow.
It is necessary to emphasize, that the "Ukrainian" authorities led by Kuchma help in absorption of Ukraine by Russia. And the presidential Decree on year of Russia in Ukraine is good evidence that Ukrainian top authorities are totally controlled by Moscow, and Kuchma turned into obedient servant of Russia. Unfortunately, significant part of representatives of Ukrainian nation, particularly its intellectual elite is passive and doesn’t resist denationalized Ukrainian authorities. Feeling of disgust appears when some representatives of our intelligentsia and art, as they creep in the face of Muscovites. However they should remember that independence of our state would be the payment for such a treacherous and slavish position!
Let also pay attention to the following fact: even the Ukrainian land and nature desperately oppose to enslavement by Russia. The 2002, so-called year of Ukraine in Ðîññè, was extremely difficult for our country. A lot of natural disasters, accidents, epidemics took place that year. Recollect tragic August events at the Crimean coast two accidents at Donbass mines, tragedy in Sknyliv (Lviv), accident of the Ukrainian plane in Iran. And at the end of 2002 the frosts have fallen on naked ground, and according to forecasts it will decrease winter crops harvest for 30%. That year population of Ukraine decreased for 500 thousand people again.
Thus, the above-stated arguments should convince us, that the way of clan-bureaucratic nomenclature being at power in Ukraine is a pernicious way in a hell – in stuffy embraces of Russia.
Fourth, volume of trade between Russia and Ukraine has decreased for 20% in 2002. Notwithstanding that L.Kuchma met with V.Putin 9 times in the last year(!), and Prime-Minister A.Kinakh - 7 times (not to mention the other authorities, particularly Medvedchuk and Lytvyn), Russia creates even stronger barriers, limiting export of Ukrainian goods to Russia. So, the national wisdom comes true, and whatever you do for Russia it isn’t satisfied like the wolf from well-known proverb. And it won’t calm down until Ukraine is not merged and turned into colony. Could our so-called authority not understand it? Announcement of year of imperial Russia in Ukraine is another one step to enslavement of own country!
Forecasting the consequence of such actions is possible, only when one realizes what is Russia in its essence. Actually it is not democratic state, but conglomerate with nucleus of parasitic Moscow, which merged by expansion and enslavement prenational states, like Bashkiria, Ichkeria, Tatarstan, Tuva, Chuvashiya, Yakutia etc. This is named "Russia" today. It is necessary to emphasize, that the uniform title Russian nation hasn’t generated until now, and if it, at last, takes place, it would, probably, be a Muscovite nation. It’s obvious that geopolitical ways of Ukraine and Russia are absolutely different, since Ukraine is the European state, and state of Moscow is geopolitical parasitic empire with Asian origins in its essence. Establishing tight bonds and active contacts with the state wanting to merge us and rewrite Pereyaslav agreement is a treacherous performance of Ukrainian top authorities led by L.Kuchma.
In such a situation all national-democratic patriots of the state must unite the efforts and condemn the decision of the President concerning the year of Russia in Ukraine. It is necessary:
First, to proclaim public protest and to formalize it in the official public appeal;
Second, to address to the Ukrainian nation through mass media, to carry out meetings, national councils, religious processions, round tables, intellectual activities showing delusiveness of the way chosen by our authorities, and its tragical consequences for Ukrainian people;
Third, to carry out open parliamentary hearings on this issue where to develop basic principles to develop relations between Ukraine and Russia;
Fourth, opposition fractions have to consider the problem on realization of year of Russia in Ukraine at open session of the Supreme Council and accept the decision that the Decree of the President is illegitimate and threatens interests of national safety of Ukraine. It is necessary to take into account that the program of the Decree’s realization is unknown, nobody knows, what measures are to be held and for what means.
The Ukrainian National Conservative party considers the Decree of the President L.Kuchma on year of Russia in Ukraine the anticonstitutional one, moreover it threatens and contradicts national interests of Ukraine. UNCP is sure, that this presidential initiative will assist restoration of colonial dependence of Ukraine on Russia. UNCP offers to examine the presidential decree as preparation to merger of Ukraine by Russia, planned by Russian and Ukrainian politicians on the year 2004. UNCP is convinced, that canceling the decree, struggle for resignation of the President L.Kuchma - man, who betrayed national interests of Ukraine, withdrawal of the Ambassador of Russia in Ukraine V.Chernomyrdin being a resident of Russian imperial forces in our state are vital objectives. |
