Within the framework of editorial politics The Economic Annals-XXI Journal strictly adheres to the publishing standards of the publication COPE Code of Conduct, authorized COP (Committee on Publication Ethics).

The Economic Annals-XXI Journal is committed to maintaining the highest ethical standards. In order to ensure the outcome of providing our readers with an academic journal of high quality, The Economic Annals-XXI Journal is guided by the following principles:

The editor of Economic Annals-XXI Journal is responsible for deciding which of the articles submitted to the journal should be published. In evaluating the submitted works, the editor should limit himself only to the intellectual content. The editor can choose to ignore any material that breaks legal requirements regarding libel, copyright infringement and plagiarism. The editor must ensure the confidentiality of the submitted works until they are published, except in the case of suspicion of double submission. In case the editor decide not to publish a material, the manuscript should not be used for other purposes without the express written consent of the author. The editor of a submitted manuscript must not have a stake in the authors.

The reviewers of
The Economic Annals-XXI Journal assist the editor in taking the decision of publishing a submitted manuscript. The reviewers are bound to treat the manuscript received for peer reviewing as confidential, and must not use the information obtained through peer review for personal advantage. The reviewers should not consider manuscripts in which they have conflicts of interest with any of the authors, companies, or institutions connected to the papers.

The authors should ensure that they have written entirely original works. When the authors use other materials, sources should be appropriately cited. Any attempt of plagiarism should be followed by the rejection of the submitted manuscript. Authors should not submit the same work or describe essentially the same research in more than one journal. Submitting the same manuscript to more than one journal concurrently constitutes unethical publishing behavior, unless otherwise specified.

Publication and Peer-review procedures in
Economic Annals-XXI Research Journal

Economic Annals-XXI Research Journal applies internationally recognized practice of external double-blind peer review.  This helps to preserve publication ethics standards and ensure quality level of published researches. The Editorial Board of Economic Annals-XXI Research Journal makes a decision whether to submit or reject an article taking into account the results of external double-blind peer review.


Pre-review evaluation:

After the new submission passed first-hand check for completeness and meeting the formal criteria for publication, it passes to the Editor-in-Chief who makes preliminary decision concerning possibility of publication. Improvements of the article are usually requested from the author on this stage. If the preliminary decision is positive, the article in form of anonymous manuscript is submitted to the Reviewers.

Reasons to reject the article before external review (if one or more of defined below occurs): insufficient originality; essential conceptual and/or methodological inconsistence; absence of (or poor grounded) research results or scientific conclusions; plagiarism; considerably low level of English (Ukrainian, Russian, Polish) grammar or language in general; constant misusage of appropriate specific terminology from the field of research; own perception of the Editor-in-Chief.

The Editor-in-Chief or a managing editor informs the authors concerning their article preliminary submission or rejection via e-mail.
External review procedure:
The anonymous manuscript is passed to 2 external Reviewers of the relevant field of expertise. We use the double-blind peer review methodology.
We welcome suggestions for Reviewers from the authors (up to 3 Reviewers whose names, affiliation, field of academic interests and contacts should be provided by the authors of the articles), although these suggestions will not necessarily be deployed by us.
Our external Reviewers list is being updated on consistent basis. Journal’s main referee partners’ names are opened up for public as you can see below, though other professionals for specific expertise are also employed.
Reviewer reports should be in line with the COPE Ethical Guidelines for Peer Reviewers:
According to the Guidelines, the Reviewers are asked to evaluate a manuscript in such fields:
- originality and significance of author contribution;
- interest to social scientists and/or practitioners;
- international relevance;
- coverage of appropriate and actual existing literature;
- adequacy of methodology, analysis and interpretation;
- clear, concise and understandable writing style;
- internal logics preserving.  
Reviewers may provide anonymous comments to the author and the editor. Reviewers are not asked to correct or edit the manuscripts. The external review procedure usually takes about 60 days if any additional obstacles occur. If the Reviewers’ reports considerably differ, the Editorial Board provides additional expertise.
Reasons to recommend the article for publication after external review:
The general conclusion of the Reviewer in the mentioned fields of the manuscript’s evaluation is positive regardless comments on the text improvement.
Reasons to reject the article after external review:
The general conclusion of the Reviewer in the mentioned fields of the manuscript’s evaluation is negative. In the review process plagiarism issues or the issue of text fabrication became known. The article or main information from it has been published in any form or language elsewhere.
Post-review recommendation for publication:

Articles which have been recommended for publication by the external Reviewers are passed to the Editor-in-Chief who together with The Editorial Board of Economic Annals-XXI Research Journal makes the final decision on whether the article is accepted for publication or not.
The Scientific Council of academic organization where the journal is affiliated considers the finalized articles and recommends each issue of Economic Annals-XXI Research Journal for publication.
The author is informed about the final decision on the article and the terms of publication by the Editor-in-Chief or a managing editor via e-mail.
Final notes
The ideas and offers, stated in articles, not necessarily coincide with the point of view of the Editorial Board. The responsibility for reliability of the information in articles, accuracy of the titles, names and citations is carried by the authors.
The Editorial Board keeps the right for minor literary changes and shortening of the articles, saving the authors’ style and conclusions. 
The texts submitted cannot be published in other economic journals worldwide.
All plagiarism issues and issues related to inappropriate citing etc. – to be settled personally by the authors.
