All-Ukrainian National Assembly of the Leaders of Local Communities and Public Organizations appealed to the Members of Parliamentary Assembly of Council of Europe, Parliamentary Assembly OSCE and Parliamentary Assembly of NATO concerning assistance in realization of monitoring of execution of the PACE Resolution „Functioning of democratic institutions in Ukraine” ¹1549 (2007) conditions by Ukraine. |

 On October 21-22, 2009 in Bratislava (Slovak Republic) took place international security conference „New Challenges – Better Capabilities” accompanying conference of the NATO Defense Ministers Meeting. Organizers of the event: Slovak Atlantic Commission and Ministry for Foreign Affairs of Slovak Republic. In the conference took part Oleh Soskin, Institute of Society Transformation Director, Professof of National Academy of Management.

| Oleg Soskin:The elections of the new President soon will take place in Ukraine. A lot of politicians, political parties and citizens gradually begin to be pulled in presidential races. In this period it is very important to realize previous long-term experience of election campaigns and find out failings, because of which Ukrainian society did not succeed in bringing to the post of the President of Ukraine a strong moral personality, a creator, but not destroyer, a man, who is able to assume responsibility and to implement reforms of Euro-Atlantic format. |

The visit took place in the frameworks of the project “The Austrian model of local self-government and possibilities of its fourthputting in Ukraine” that is realized by Institute of Society Transformation in common with Austrian union of cities under support the Embassy of Austria in Ukraine. |

| Oleh Soskin:"...The crisis covered Ukraine so much because of bad financial and economic policies of the government and erroneous monetary policy of the National Bank. For example, in January 2008 the government took money to compensate deposits of Sberbank of the USSR not from the state budget but from their National Bank accounts where they were sterilized. Moreover, in December 2007 the government paid pensioners more than 11 billion hryvnia from their accounts. All this money is from emission. As a result in 2008 the level of inflation came to 25% - according to official data and 35% - by expert reviews. The same policy of social populism lasted during 2008..."
